MINUTES OF THE CITY COUNCIL MEETING HELD ON JULY 14, 2009 IN THE CITY COUNCIL CHAMBERS OF MARTINSVILLE, ILLINOIS.

Roll call was answered by the following council members and elected

officials:  Bill Cross, Joe Hawker, Julie Machango, Gordon Crutchfield and David Doran with Chris Snearley absent.  Also in attendance was Mayor Reeds. With the absence of Clerk Elliott minutes were taken by Marlene Wilhoit.  Employees and citizens in attendance are attached to the back of minutes.

Police

Message from Police Chief Herman Davidson:

I would like to take this opportunity to present you our mission statement. The mission of this police department, like all police departments is simple-to protect and serve the citizens of the City of Martinsville. The Martinsville Police Department primary responsibility is to protect our citizens against any and all who would attempt to harm them, to the best of our ability. All officers of our Police Department are duly sworn and have Peace Officer and Law Enforcement authority along with arrest and apprehension powers as prescribed by the Illinois Compiled Statues.

Personal crimes are a major concern for any law enforcement agency and our department is very responsive to these crimes. Wherever and whenever possible, our department provides a police presence to prevent these types of crimes. When crimes are committed, our department uses whatever resources are necessary to solve the crime and apprehend the violator.

Our department is very patrol-oriented and we feel that we can avert property crimes by visibility. Patrol is our most useful function; it provides a platform for traffic enforcement, crime prevention and community relations. Our community is primarily a bedroom community with an aged population. The sight of a police car in the neighborhood is often a comforting sight.

In addition to providing services for the City of Martinsville, our department is often the first line service providers to the citizens of Clark County. Our officers are often the only law enforcement on duty in the entire county. The officers of the Martinsville Police Department are the primary back-up officers for the Illinois State Police and Clark County Sheriff Department.

In closing, the Martinsville Police Department views our community as one big family and will provide whatever service we can. Our 1,300 citizens depend on us to provide them law enforcement services, and the members of this department are proud to do so.
